The purpose of this manual is to outline the possibilities associated with the bus parklet concept and provide guidance to prospective bus parklet sponsors, AC Transit staff, designers, and staff from local jurisdictions in AC Transit’s service area related to the design and implementation of bus parklets.

As a designated federal funds (Federal Transit Administration) recipient, every three years AC Transit prepares a Title VI Program in accordance with FTA Circular C4702.1B (dated October 1, 2012). This report serves as an update to the previous Title VI Program with the purpose of assessing compliance of the District with the Civil Rights Act of 1964.

Whenever the AC Transit Board of Directors considers a fare change, they direct staff to solicit public input and to conduct an equity analysis to assess how each proposal will affect different rider populations. This Title VI analysis also determines if any of the fare proposals would result in disproportionately high and adverse effects on populations of people of color or low-income people within the District.

It is AC Transit’s responsibility to ensure that all transit service, and access to its facilities is equitably distributed and provided without regard to race, color, or national origin. It is also the goal of AC Transit to ensure equal opportunities to all persons without regard to race, color, or national origin to participate in all local, subregional and regional transit planning and decision-making processes under the District’s control.

In March 2010, AC Transit implemented a District-wide comprehensive service restructuring that was estimated to provide annualized savings of $10.34 Million. At that time, service was reduced by approximately 162,000 annual platform hours, which represented a 7.7% reduction in service from prior levels. Unfortunately, the District’s financial situation has not yet improved, which required staff to assess of an additional round of service reductions. As a part of other cost-reductions measures currently underway, the District Finance Department estimates a $56 Million shortfall, of which, $11.44 Million must come from service reductions. As a result, staff proposed to reduce the annualized service reductions to approximately 137,000 hours, representing a 7.2% service reduction.

In 2014, the AC Transit District Board of Directors held a public hearing to consider changes to policies related to Civil Right Act (Title VI) and Environmental Justice. Staff made a presentation about the proposals at the hearing.

There is a resurgence of interest in transit and in linking development to transit. Transit-oriented development has occurred throughout the East Bay and across North America. Communities across the East Bay are working to make their main streets more vital and pedestrian-friendly. East Bay cities are working with AC Transit to make their streets work optimally for bus service. Designing With Transit was written to foster and facilitate these positive trends.

The Bay Bridge Corridor Congestion Study estimates the future operating conditions for vehicles traveling across the Bay Bridge from Oakland into San Francisco during the peak morning commute hours. The study utilizes a microsimulation model to analyze a 24-mile freeway network that includes the Bay Bridge, the toll plaza and metering lights in Oakland, the distribution structure (“MacArthur Maze”), and segments of Interstates 80 (I-80), 580, and 880. The study predicts the severity of future vehicle queuing at the toll plaza and assesses how this congestion could affect bus service between the East Bay and the new Transbay Transit Center (TTC).

The Richmond Parkway Transit Center (RPTC) is strategically located at the intersection of several major roadways, including Interstate 80, Richmond Parkway, and Blume Drive. High Occupancy Vehicle (HOV) lanes are present on Interstate 80 between the Richmond Parkway interchange and the Bay Bridge, making the RPTC an attractive location to access transit or carpools. Direct access ramps are provided from Richmond Parkway to the HOV lanes and offer time savings. The RPTC is currently served by local and express services operated by both AC Transit and WestCAT.
